HR Emergency Toolkit (HRE Toolkit) Advisory Group
The National Civil Defence Emergency Management Plan Order requires DHBs and their public health services to develop and maintain a plan for significant incidents and emergencies identifying how services will be delivered. The DHBNZ National General Managers Human Resources Group and the MoH have agreed that a National Human Resources Toolkit for Emergency Planning needs to be developed as a generic national resource. Facilitated by BOPDHB, the project to develop such a toolkit has set up the advisory group as a moderating and reference body.
Supported by the MoH, it is intended that the Toolkit will:
- Help ensure DHB human resource policies and procedures are nationally consistent
- Inform the development of HR policies for other organisations such as primary health organisations and health-related NGOs
- Address human resources issues during a pandemic, and where possible will address human resource issues arising from other types of emergencies: for example mass casualty incidents caused by natural phenomena such as earthquakes or tsunami.
The Advisory Group is aware that DHBS, PHOs and NGOs all have pandemic/emergency planning to some extent, but would be interested to know (and receive copies) of specific HR related planning that has already taken place.

Flu Pandemic - Action
The World Health Organisation (WHO) has warned that the current risk from avian influenza ("bird flu") becoming the the next human influenza pandemic is high. In response the Ministry of Health maintains up to date material its website. This icludes the current alert status, advice and links to other Governemtn departments.
